Background and Experience:

  • 3 years of experience as Cyber SecOps at Otis Elevator Co – responsible for security operations, security tools, 15 staff members, Otis’s SIEM, and all Incident Response activities for an enterprise supporting 70K users in 180 countries
  • 1 year of experience as Senior Program Manager and IT Security Strategist at US Mint’s Office Security Operations Center
  • 2 years of experience as Cyber Risk Manager at Northrop Grumman – responsible for a wide range of CyberSecurity support to the Social Security Administration’s (SSA’s) Office of Information Security (OIS)
  • 3 years of experience as PMO Lead at ActioNet, Inc – successfully established the contractor team for supporting the Joint Cyber Security Coordination Center (JC3) Program Management Office (PMO) for the DOE; within two years advanced the PMO from CMMI Level 0 to CMMI Level 2. Led DOE’s CyberScope activities, including coordination of several critical vulnerabilities and risks identified across the Federal Agency. Expertly identified skillsets/technical support requirements needed to support the client.
  • 7 years of experience as Adjunct Instructor and Lead Associate at Booz Allen Hamilton. – facilitated a course in management training for Junior Front line Managers in the Firm on a quarterly basis. The curriculum included people and team development, conflict resolution, identifying and correcting program/team problems, motivational techniques, and team collaboration. Subject topics also presented included workflow process improvements. The course was entitled “Managing People for Peak Performance.”
  • 6 years of experience as Sr. InfoSec Analyst, Project Lead at Northrop Grumman CorporationNorthrop – directed team activities to support multiple US Government Agencies and their IT systems. I briefed officials on security architectures and the overall system security plans
  • 14 years of experience as CPO at US Navy Reserve – managed the “Request for Intelligence” Desk on the Global War on Terrorism Intelligence Task Force

Honors and Rewards:

Performance Award, issued by Associated with Otis Elevator Co – for implementation of Otis’s SIEM prior to Otis Elevator Company separation from United Technologies. Setting up the Security Operations Center before separation was a critical milestone. Implementation of sensors and agents throughout the enterprise was achieved in less than 8 months

Customer Engagement, issued by US Department of Treasury – for implementing overall improvements in the US Mint’s CyberSecurity Program, Security Operations Center. When taking over the SOC, there were a number of stalled initiatives that needed to move forward. Scott not only completed them, but did so within 8 months. The Mint was short staffed, overwhelmed with multiple issues. Scott implemented back up and recovery plans, he conducted a table top exercise for the US Mint leadership. Prior to Scott taking over the position, the SOC had performed well below industry standards (D+ rating). The 6 months prior to Scott’s arrival, the SOC had inadvertently taken down the Mint’s Enterprise 4 times. At the time of his departure, Scott left the US Mint’s SOC with a B+ rating, falling short of outstanding because of short staffing. During his time as the Leader of Security Operations, there were no enterprise outages – the existing staff was shortly expanded by 4 members after his departure (noting that SOC had accomplished much with an understaffed team).

3 Bravo Awards – Out of the box (entrepreneurship) and development of an ISCM Strategy issued by Northrop Grumman – A sponsored development idea by Northrop Grumman on created automated processes for Authority to Operate activities. Additional drafted and developed a mature Information Security and Continuous Monitoring program strategy.

Certificate of Recognition, issued by CSC – For dedication and support during the Operational Test and Evaluation at Ft Huachuca, AZ of the Team Portable Communications Security System (TPCS). Ultimately, the testing was a success, and the TPSC was eventually fielded, enhancing the Signals Intelligence collection capabilities of the USMC Radio Battalions. 

Performance and Team Award, issued by Booz Allen Hamilton – For sustained superior performance over two year period (2009-2011). I started out at HQMC as a staff consultant, and in two years was promoted to Lead Associate. The promotion was a resut of accepting the position of deputy task manager for the Cybersecurity section. in nine months, I accepted the Task Manager position, and took on four direct reports.
